Shane Dowling brings engineering and business expertise to bear as the President and COO of day-to-day operations at TMMG. Shane is an experienced business professional working for the past twenty-five years in both the maritime industry and government sector. His career includes sailing internationally on merchant vessels as a licensed operating engineer, and working in the US Navy Port Engineer program in Norfolk and in the Middle East. His waterfront experiences led him to series of shore side leadership positions including managing the Navy’s contracted Port Engineers for Surface Forces Atlantic (SURFLANT) and running a team of Reliability Engineers engaged in modernizing Maintenance and operations at AMTRAK.

Shane holds an MBA from the University of Strathclyde in Glasgow, Scotland, and a BS in Marine Engineering from the United States Merchant Marine Academy.

  • President of Federal Programs

Bill Mercier is an expert in the development and improvement of Reliability Centered Maintenance (RCM) and Condition Based Maintenance (CBM) programs, dedicated to transforming the way organizations do maintenance business by applying proven Best Practices. Bill serves as the leader of all Coast Guard programs at TMMG. His background includes thirty-five years overall experience, with over twenty-five years of management experience in engineering/design construction support and maintenance, covering all types of mechanical, electrical, electronics, and structural systems, equipment, and components. Bill is an expert in development, evaluation/assessment, and improvement of maintenance programs, and speaks frequently on the subject of maintenance program development and improvement. He has authored and presented many papers related to maintenance. Bill also developed continuous improvement programs with metrics focused on living processes to monitor program/system/equipment health, leveraging condition based maintenance approaches. Bill has solid knowledge and a broad-based understanding of all aspects of engineering, design, construction, and maintenance of assets.

Bill received a BS in Mechanical Engineering from the University of New Haven.

  • President of Commercial Programs

Chris Wenz is a widely recognized maintenance subject matter expert with particular expertise in Reliability-Centered Maintenance (RCM) and Condition Based Maintenance (CBM) methodologies. In addition to leading TMMG's Commercial Practice business, Chris provides RCM consulting assistance on all TMMG engagements. He has extensive program management and leadership experience with proven, positive results in a variety of industries. Following his distinguished US Navy career, Chris continued contributing in a variety of industry leadership roles including developing the coursework for all three levels of the Naval Sea Systems Command (NAVSEA) RCM Certification training and serving as NAVSEA Technical Warranted Agent for RCM Training and Certification. Chris also led TMMG's Amtrak Maintenance Improvement Program support contract team. Under his supervision, the TMMG team implemented numerous innovative maintenance engineering solutions for Amtrak and their state partners, including a corporate-wide RCM program, implementation of a Continuous Maintenance process, and age exploration of brake component replacements in Acela. He has authored and presented many papers related to the successful maintenance improvement strategies and the implementation of RCM and CBM in maintenance programs.

Chris is a graduate of the United States Naval Academy and earned a Master’s of Science degree in Human Resource Management from the New School University in New York City.

  • Director of Operations

Arthur Mahony serves dual functions as both the Director of Operations and the Manager for Navy Programs at TMMG. Arthur brings over three decades of experience to bear, including a twenty-four year naval career with six sea tours in propulsion engineering on carriers, cruisers, destroyers, frigates, and amphibious ships. His post-Navy career includes a succession of maintenance leadership positions at the Surface Forces Type Commander where he was responsible for sustainability programs for Mine Warfare and Amphibious ships. Prior to joining TMMG, Arthur was employed by Naval Sea Systems Command (NAVSEA) where he was the Class Manager responsible for Sustainment and Modernization programs for various ship classes.

Arthur received an AS from Tidewater Community College.

  • CPA, Chief Financial Officer

Dave Clarke is a seasoned financial expert who brings decades of experience to his role as the Chief Financial Officer at TMMG. Dave has accrued this experience in the fields of Financial Management, Cost Reduction, Internal Controls, Rate Structures, Budgeting, Systems Implementations, Pricing, and Incurred Cost Submissions. In addition to his daily finance and accounting oversight responsibilities, Dave provides expertise in both contract negotiations and government audits.

Dave holds a MS in Forensic Accounting from New England College and a BBA in Accounting from Kent State University. Dave has been licensed as a Certified Public Accountant since 1985 and has been a Certified Fraud Examiner since 2014.

  • Director of Human Resources

Macy Price has over thirteen years’ experience in human resource management, program management support, business development, and proposal management. As the Director of Human Resources, Macy manages all aspects of TMMG’s Human Resource Department. Areas of expertise include management of company healthcare programs, facilitation of corporate policies and procedures, employee retention and recruitment, employee relations and performance management programs, corporate improvement systems, and organizational development. Macy received a BBA in Marketing from Radford University.

  • Director of Information Technology

Scott Cobb has over twenty years of diverse Information Technology experience. As Director of Information Technology, Scott is responsible for managing TMMG’s entire network infrastructure and IT team. Prior to joining TMMG, Scott spent fifteen plus years as Network Administrator and IT Manager for a large real estate development and construction firm and four years in retail banking technology.

Scott is a Microsoft Certified Professional and has an Associates of Science in Electronics Engineering from ITT Technical Institute.
